I want to add a new charging operator in Costa Rica.

stands for: Empresa de Servicios Públicos de Heredia, in english should be something like Heredia Public Services Company

Right now there is only one: Grupo ICE. But here every public utility company is enforced, by law, to deploy charging infrastructure.
