Yes it’s free but it’s also intended for light use. We currently server millions of API queries per month but we do frequently have outages and service slow downs so if you are developing a commercial product I recommend running your own API (either one you build or an API mirror).

The database supports any Unicode text content, so if the data is originally entered as Hebrew then yes, otherwise the content is generally in English.
